2、Version1.0Foresight1Demandsidemanagement:benefitsandchallengesAbstractInthispaper,majorbenefitsandchallengesofelectricitydemand-side1management(DSM)arediscussedinthecontextoftheoperationanddevelopmentoftheUKelectricitysystem.Thekeyoperationanddesigncharacteristicsoftheexistin

3、gsystemarefirstreviewedtoidentifypotentialapplicationsofdemand-sidemanagement.Givenrelativelylowutilisationofgenerationandnetworks(about50%),thereissignificantscopeforDSMtocontributetoincreasingtheefficiencyofthesysteminvestment.Theimportanceofthediversityofelectricityloadisd

4、iscussedandthenegativeeffectsofDSMonloaddiversityillustrated.Ageingassets,theneedtorespondtoclimatechangechallengebyintroducingrenewableandotherlow-carbongenerationtechnologiesandadvancesininformationandcommunicationtechnologiesareidentifiedasmajoradditionaldriversthatcouldle

5、adtowiderapplicationsofDSMinthemediumterm.PotentialbenefitsofDSMarethendiscussedinthecontextofgenerationandtransmissionanddistributionnetworks.Thediscussiondemonstratesthatprovisionoflong-termreserve(backupcapacity)bygenerationmaynotbeefficientassuchreserveswillbeneededrelati

6、velyinfrequentlyandthatDSMmaybebetterplacedtosupportsecurity.Furthermore,theroleofDSMinincreasingtheutilisationoftheexistingnetworkcapacityisdiscussed.AnalysisofthevalueofDSMinbalancinggenerationanddemandinfutureUKelectricitysystemwithasignificantpenetrationofvariablerenewabl

7、egenerationispresented.Alternativeloadmanagementschemesarethenreviewed.AnumberofreasonsforrelativelyslowuptakeofDSM,particularlyintheresidential,commercialandsmallindustrialbusinesssectors(althoughkeytechnologiesfortheimplementationareavailable)areidentified,including:lackofm
