3、soffairnessiftheyvoluntarilyacceptgoodsproducedbyacooperativescheme.Simmons,however,thinksthatsuchatheorywilldolittleworkinjustifyingpoliticalobligations,sincevirtuallynoonevoluntarilyacceptsstategoods.Thispaperattemptstoadvancejustsuchatheorybyarguingthatstatesareinfactgenuine
4、cooperativeschemesandthatSimmonsisoverlypessimisticinhisappraisalofwhetherthemajorityofcitizensacceptthegoodsprovidedbytheirstates.Theproblemofpoliticalobligationwhetherornotcitizensareobligatedtosupportandobeythelawsoftheirstateisamongthemostvenerableofphilosophicalpuzzlesandr
