2、区卫生服务在我国是一个新兴的卫生服务形式，而乡镇卫生院作为原来农村基层卫生服务体系的枢纽，由其转型而来的社区卫生服务中心的发展问题成为农村地区社区服务模式推行的关键。经济发达地区农村的社区卫生服务模式试点工作取得了一定成就，但也存在诸多问题：功能定位不能贴合农村社区居民卫生服务需求、“重医疗、轻预防”的运作模式并未从根本上得以改变、农村社区卫生服务机构人员匮乏等。本文以正义理论、基本公共服务均等化理论、可持续发展理论为理论基础，选择南京市江宁区禄口镇社区卫生服务中心为个案，考察个案由乡镇卫生院转为社区卫生服务中心十余年来的发展历程，分析农村社区卫生服务机构发展所
