3、icyAddressfortheFiscalYear2013,andconsidereditasoneoftheimportantparttoimprovethegovernment’sadministrativecapabilitysoastoencouragetheresidentstoexaminetheadministrationofthegovernmentfromtheinstitution,strengthenthegovernmentaccountabilityandimprovetheoverallgovernanceperform

4、ance.Itcannotbesimplyconsideredthattheestablishmentofthegovernmentperformancemanagement(administration)systemisproposedbyfollowingthetrendofcontemporarypublicadministrationreform,butisafurtherdeepeninginthegovernment’spublicadministrationreformexperienceoftheMacaoSARsinceitsreu

5、nification13yearsago.Thegovernment’sperformancemanagementoftheMacaoSARisnotstartingfromscratch.Infact,Macaohaslaidacertainfoundationinthepublicadministrationreformafterthereunification,butatpresent,fewattentionshavebeenpaidtotheconnotationofthegovernment’sperformancemanagements

6、ystem.Therefore,itisrequiredtogetfurtherunderstandingofthecontentsoftheperformancemanagementsystemanditssignificancetothegovernmentreform,soastocarefullyandscientificallypromotethedesignandestablishmentoftheperformancemanagementsystem.I.WhydoestheGovernmentAttachGreatImportance
