2、tember9,2014ThankyoutotheInternationalChamberofCommerceandtheU.S.CouncilforInternationalBusinessforinvitingmetospeaktoday.I’mhappytobeabletosharesomethoughtsoncorporatecomplianceeffortsfromtheAntitrustDivision'sperspective.First,letmesaythatwe’regladtoseetheworkthattheICC,the

3、USCIBandothersaredoingtoimprovecorporatecomplianceprograms.Compliancewithlawsofalltypesisthecornerstoneofgoodcorporatecitizenship.Althoughacomplianceprogrammustbecombinedwitharealcommitmentbyseniormanagementtobetrulyeffective,thisworkbytheICCandtheUSCIBhelpsensurethatthecorne

4、rstoneofcorporatecitizenshipwillbestrongforcompaniesthatimplementprogramsbasedontheComplianceToolkit.ThisworkbytheICCandUSCIBisalsoavitalcomplementtotheworkoftheAntitrustDivision.Weallhavethesamegoal–topreventantitrustviolations.And,wecommendthisimportantcontributionbythebusi

5、nesscommunity.Themosteffectivewaytostopcrimeistoensureitneverstarts.Effectivecorporatecomplianceprogramsareanimportantpartofthateffort.Asprosecutors,weareseldompositionedtostopacrimebeforeitstarts.Wemustrelyondeterrence.Thismeansweseeklargecriminalfinesforcorporationsandsigni

6、ficantjailtimeforexecutiveswhocommitantitrustcrimes.Certainly,complianceprogramsthatpreventantitrustviolationsarefarmorepreferable.ThisleadsmetothemostbasicpointIwanttomaketoday,whichisalsothemostimportantone.Atrulywell-runcomplianceprogramshouldpreventacompanyfromconspiringt

7、ofixprices,rigbids,orallocatemarkets.Effectivecomplianceprogramsshouldpreventthatcrimefrombeginningor,ataminimum,detectitandstopitshortlyafteritstarts.Withoutquestionthebestoutcomeforacompanyanditsshareholdersistoneverbeasubjectofaninternationalcartelinvestigation.Andaneffect
