2、oftheNationalEducationLawNo.20/2003andParagraph2Article9oftheGovernmentRegulationNo.19/2005onnationalstandardsofeducation.SomepeoplebelievethatcollegeEnglishmaynotbetaughtasEnglishforGeneralPurposes,butitshouldbedesignedonthebasisofneedsanalysis.Asthestudentshavelearntthebasicknowledgeandsk
3、illsofEnglishatsecondaryschools,collegeEnglishshouldaimatbuildingstudyskillsordevelopingprofessionalismandspecificationofthestudents‟choice.ThispaperdepictstheexistingconditionsoftheEnglishcourseattheFacultyofTeacherTrainingandEducationofaUniversityinSumatera.Theportraitofthecoursewasdescri
4、bedintermsofsuchaspectsasinstitutionalgoals,classmanagement,instructionalmaterials,instructors,teachingmethodology,andevaluation.Thispaperwasbasedonastudyinvolving378second-semesterstudentsof7studyprograms,10instructors,7headsofstudyprograms,2headsofdepartments,2faculty‟sheads,andtheheadoft
5、heuniversity‟slanguageinstitute.Theresearchdatawerecollectedthrough(a)aquestionnairegiventothestudents,(b)interviewswiththeinstructors,theheadsofdepartments/studyprograms,thefaculty‟sheads,thelanguageinstitutehead,(c)observationsintheclassroom,and(d)areviewofthedocuments.Themethodsofdataana
6、lysiswerebothquantitativeandqualitative.Thequantitativemethodofanalysiswasfirstusedforassessingtheresponsesobtained;andsecondly,thequalitativeanalysisprovidedtheevaluationandinterpretationofthefiguresandinsightsgainedfromtheinterviews,observations,andreviewofthedocuments.Theresultsoftherese
7、archshowedthat:(a)theEnglishcourseatthefacultycouldbeconsideredasGeneralEnglish,(b)therewasnoneedsanalysisconducted,(c)halfoftheinstructorshadmaster‟sdegreesinaccordancewiththeLawNo.14/2005onteachersandlecturers,(d)theteachingandlearningactivitiesweremos
