3、llegedUseofChemicalWeaponsintheGhoutaareaofDamascuson21August2013"bytheUnitedNationsMissiontoInvestigateAllegationsoftheUseofChemicalWeaponsintheSyrianArabRepublic,KeepinginmindthattheUSandtheRussianFederationhavereachedaconsensuswiththeimplementationoftheFram
4、eworkforEliminationofSyrianChemicalWeaponstomaintainstabilityintheSyrianArabRepublicandtopromotetherightsofSyrianindividuals,RemindingthatChemicalWeaponsConventionwasformedin1992,implementedin1997withtheestablishmentoftheOPCW(OperationoftheProhibitionofChemica
5、lWeapons)intheHagueanditwassignedby190countriesincludingSyrianArabRepublicanditisnotyetratifiedorsignedbynationssuchasAngola,Egypt,NorthKoreaandSouthSudan,AcknowledgingthattheBiologicalWeaponsConventionwasframedin1972,ratifiedby170nations,notyetratifiedorsigne
6、dbycountriessuchasIsraelandSouthSudan,andtheestablishmentofOPBW(OperationfortheProhibitionofBiologicalWeapons)stillremainselusivebecausetheUSbelievethattheymayusebiologicalweaponsandresearchforpeacefulpurposes,AlarmedbythefactthattheArabSpringandinstabilityint
7、heSyrianArabRepublictriggeredthespreadofstockpilingofchemicalweaponsandbiologicalweaponsintheMiddleEasterncountries,CongratulatingtheEdgewoodChemicalBiologicalCenter(ECBC)onitsdevelopmentofanew,innovativedesigntodestroychemicalweaponscalledtheFieldDeployableHy
