2、1concerningthatEUROPEANUNION,Communication,theEuropeanParliamentstronglysupportedtheneedforaDirectiveonwastefromtheextractiveindustries.HavingregardtotheTreatyestablishingtheEuropeanCommunity,andinparticularArticle175(1)thereof,(3)DecisionNo1600/2002/ECoftheEuropeanP
3、arliamentHavingregardtotheproposalfromtheCommission,andoftheCouncilof22July2002layingdowntheSixthCommunityEnvironmentActionProgramme(7)setsastheobjectiveforwastesthatarestillgeneratedthattheHavingregardtotheopinionoftheEuropeanEconomicandleveloftheirhazardousnessshou
4、ldbereducedandthatSocialCommittee(1),theyshouldpresentaslittleriskaspossible,thatpreferenceshouldbegiventorecoveryandespeciallytorecycling,thatthequantityofwastefordisposalshouldbeminimisedandshouldbesafelydisposedof,HavingregardtotheopinionoftheCommitteeofthe2andtha
5、twasteintendedfordisposalshouldbetreatedasRegions(),closelyaspossibletotheplaceofitsgenerationtotheextentthatthisdoesnotleadtoadecreaseintheefficiencyofwastetreatmentoperations.DecisionActinginaccordancewiththeprocedurelaiddowninNo1600/2002/ECalsoprescribesasapriorit
6、yaction,Article251oftheTreaty(3),inthelightofthejointtextwithreferencetoaccidentsanddisasters,thedevelop-approvedbytheConciliationCommitteeon8Decembermentofmeasurestohelppreventmajoraccident2005,hazards,withspecialregardtothosearisingfrommining,andthedevelopmentofmea
