2、车现象及国内外城市对乱停车现象和停车难问题的缓解措施以及研究乱停车的意义。通过分析调查问卷的数据和主观人为因素及客观停车困难，得出了乱停车现象的原因。主要表现在停车位不足、停车场设计不合理、管理不善、停车收费不合理、车主自身原因和执法力度不够等。根据这些原因给出缓解乱停车的措施。以路外停车和路侧停车相互配合，达到充分利用停车资源的效果。广泛使用停车诱导系统，从而有效的提高停车场的利用率。加大执法力度，严惩违章停车行为，挺高公民的停车意识等手段。最后通过实例分析，对中关村地区的乱停车现象进行改善。关键词：乱停车；交通拥堵；缓解措施AbstractA
