3、sawereexpectedtopromotenewinterestinreexaminigsurveydesign,analyticassessmentmodel,andadatabaseprojectviabilityandidentifyingmanynewopportunitistotrackcustomersovertime.Acasestudyispresentedforcogenerationandsmallpowerproduction.describingthebackground,procedures,

4、andresultsofacogenerationinvestigationforNortheastUtilities.Therationaleforfosteringsuchdevelopmentwsbasedontwokeyfactors.First,fromatechnicIviewpoint,cogenerationismoreenergyefficientthnINTRODUCTIONthegenerationofelectricityfromlargecentralstatioil-firedgeneratin

5、gunits.AsFigure1indicates,aSincetheadventofthePublicUtilitiesRegulatorycogenerationsystemcanproduceasmuchas84percetPoliciesActof1978(PURPA),therehasbeenmuchusefulenergyoutput(electricityandthermalenery)speculationregardingthemagnitudeandextentofcomparedtoabout35pe
