2、原因。经调查发现：城管内部体制不完善，其执法人员素质参差不齐，执法权限过大，导致各部门之间出现交叉执法或者推诿责任的现象。再者，小摊贩是一些文化水平普遍不高，下岗职工或者进城务工人员，为了维持生计而不得已出来摆摊，因为利益的冲突而和城管产生摩擦，那么，如何缓解这种情形，文章从城管体制的改善入手，从立法层面和执法层面提出规范城管执法的建议和设想。关键词：城管执法；暴力抗法；暴力执法；相对集中处罚权15致谢AbstractWiththeimprovementoflifelevel,urbanmanagementcorrespondingissuehasbecome
