3、erity.Peopleeverywherewanttobeabletospeakfreely;choosewhowillgovernthem;worshipastheyplease;educatetheirchildren—maleandfemale;ownproperty;andenjoythebenefitsoftheirlabor.Thesevaluesoffreedomarerightandtrueforeveryperson,ineverysociety—andthedutyofprotectingthesevaluesagain

4、sttheirenemiesisthecommoncallingoffreedom-lovingpeopleacrosstheglobeandacrosstheages.Today,theUnitedStatesenjoysapositionofunparalleledmilitarystrengthandgreateconomicandpoliticalinfluence.Inkeepingwithourheritageandprinciples,wedonotuseourstrengthtopressforunilateraladvant

5、age.Weseekinsteadtocreateabalanceofpowerthatfavorshumanfreedom:conditionsinwhichallnationsandallsocietiescanchooseforthemselvestherewardsandchallengesofpoliticalandeconomicliberty.Inaworldthatissafe,peoplewillbeabletomaketheirownlivesbetter.Wewilldefendthepeacebyfightingter

6、roristsandtyrants.Wewillpreservethepeacebybuildinggoodrelationsamongthegreatpowers.Wewillextendthepeacebyencouragingfreeandopensocietiesoneverycontinent.DefendingourNationagainstitsenemiesisthefirstandfundamentalcommitmentoftheFederalGovernment.Today,thattaskhaschangeddrama

7、tically.EnemiesinthepastneededgreatarmiesandgreatindustrialcapabilitiestoendangerAmerica.Now,shadowynetworksofindividualscanbringgreatchaosandsufferingtoourshoresforlessthanitcoststopurchaseasingletank.Terroristsareorganizedtopenetrateopensocietiesandtoturnthepowerofmodernt
