2、rderhassignificantlyincreasedwhilesomeofourcomparativemilitaryadvantagehasbeguntoerode.Wenowfacemultiple,simultaneoussecuritychallengesfromtraditionalstateactorsandtransregionalnetworksofsub-stategroups–alltakingadvantageofrapidtechnologicalchange.Futureconflictswillcomemorerapidly,last

3、longer,andtakeplaceonamuchmoretechnicallychallengingbattlefield.TheywillhaveincreasingimplicationstotheU.S.homeland.ThisNationalMilitaryStrategydescribeshowwewillemployourmilitaryforcestoprotectandadvanceournationalinterests.Wemustbeabletorapidlyadapttonewthreatswhilemaintainingcomparat

4、iveadvantageovertraditionalones.Successwillincreasinglydependonhowwellourmilitaryinstrumentcansupporttheotherinstrumentsofpowerandenableournetworkofalliesandpartners.The2015NMScontinuesthecallforgreateragility,innovation,andintegration.ItreinforcestheneedfortheU.S.militarytoremainglobal

5、lyengagedtoshapethesecurityenvironmentandtopreserveournetworkofalliances.Itechoespreviousdocumentsinnotingtheimperativewithinourprofessiontodevelopleadersofcompetence,character,andconsequence.Butitalsoassertsthattheapplicationofthemilitaryinstrumentofpoweragainststatethreatsisverydiffer

6、entthantheapplicationofmilitarypoweragainstnon-statethreats.Wearemorelikelytofaceprolongedcampaignsthanconflictsthatareresolvedquickly…thatcontrolofescalationisbecomingmoredifficultandmoreimportant…andthatasahedgeagainstunpredictabilitywithreducedresources,wemayhavetoadjustourglobalpost
