3、thattheservicenolongerwantstoprocureadditionalZumwalt(DDG-1000)classdestroyers,andinsteadnowwantstorestartprocurementofArleighBurke(DDG-51)destroyers.Priortochangingitsposition,theNavyhadwantedtocontinueprocuringDDG-1000s,anddidnotwanttoprocureanymoreDDG-51s.Navyplanshad
4、calledforprocuringatotalofsevenDDG-1000s.ThefirsttwowereprocuredinFY2007,andtheNavy’sproposedFY2009budget,submittedtoCongressinFebruary2008,requestedfundingforathird.ThethreeDDG-51sprocuredinFY2005weretohavebeenthefinalshipsintheDDG-51program,andNavybudgetssinceFY2006hav
5、eincludedfundingforclosingouttheDDG-51program.UntiltheJuly31hearing,theNavyforseveralyearshadstressedtheneedforprocuringadditionalDDG-1000s,defendedtheDDG-1000programagainstvariouscriticisms,andrejectedproposalsforstoppingDDG-1000procurementandforresumingprocurementofDDG
6、-51s.TheissueforCongressishowtotaketheNavy’snewpositionondestroyerprocurementintoaccountinmarkinguptheNavy’sproposedFY2009budget.AlthoughtheNavy’sproposedbudgetrequestsfundingforprocuringathirdDDG-1000,NavyofficialssuggestedattheJuly31hearingthattheywouldnowpreferCongres
7、stoinsteadfundtheprocurementofaDDG-51inFY2009.PotentialoversightissuesforCongressregardingtheNavy’snewpositionondestroyerprocurementincludethetimingoftheannouncementofthenewposition,theavailabilityoftheanalyticalbasisfortheNavy’snewposition,theNavy’schangedthreatassessme
