3、race,language,religion,politicalopinion,personalandsocialconditions.ItisthedutyoftheRepublictoremovethoseobstaclesofaneconomicorsocialnaturewhichconstrainthefreedomandequalityofcitizens,therebyimpedingthefulldevelopmentofthehumanpersonandtheeffectiveparticipatio
4、nofallworkersinthepolitical,economicandsocialorganisationofthecountryArt.4TheRepublicrecognisestherightofallcitizenstoworkandpromotesthoseconditionswhichrenderthisrighteffective.Everycitizenhastheduty,accordingtopersonalpotentialandindividualchoice,toperformanac
5、tivityorafunctionthatcontributestothematerialorspiritualprogressofsociety.Art.5TheRepublic,oneandindivisible,recognisesandpromoteslocalautonomies,andimplementsthefullestmeasureofadministrativedecentralisationinthoseserviceswhichdependontheState.TheRepublicaccord
