3、ideproportionalfairnessofferseitherthemaximumSignaltoInterferencePlusNoisecellselectionisproposedtoincreasethecelledgeUEs’Ratio(SINR)orthebestReferenceSignalReceivedPowerperformance.ThesumrateofallUEsisconsideredin[5],and(RSRP).However,inheterogeneousnetworks,duetoalargeeachUEi
4、sassignedtoanodethatcanmaximizetheoveralldifferenceoftransmitpowerbetweenmacrocellsandlowpowersumrate.Cellassociationandresourceallocationarenodes,theuserassociationmethodsmentionedabovemayleadtoconsideredjointlyin[6],andthelocationofUEsandBSsareunbalanceofuserdistributionbetwe
5、enthetwokindsofBSs.ThemodeledasPoissonPointProcess(PPP).Rangeexpansiongoalofourresearchistobalancetheuserassociationbetweenmethodhasbeenproposedwithin3GPP[7],whichapositivemacrocellsandpicocellswhilemaintainthenetworkbiasingisaddedtothedownlink(DL)receivedsignalstrengthperforma
6、nce.Wesolvetheuserassociationproblemby(RSS)ofpicocellpilotsignaltoexpanditsseveringarea.introducingthetopologicalpotentialbetweenUEsandBSs,fromwhichboththechannelconditionandthenumberofseveringInthispaper,weproposeanoptimaluserassociationUEsineachcellareconsidered.Sincemaximizi
7、ngthetopologicalalgorithmforthedownlinkofco-channelpicocells.Ourpotentialinnetwork-wideisNP-hard,aheuristicmethodisobjectiveistobalancethenumberofseveringusersbetweenproposedtoreachasuboptimal.Finally,thetradeoffbetweenmacroBSsandpicoBSswhilemaintainthenetworkassociationfairnes
