4、elopmentwillremainapressingconcern.Accordingtothe1990U.S.census,over6.3millionchildrenbetweentheagesof5and17spokealanguageotherthanEnglishathome(Crawford,2001).Thisnumberhasgrowntoover9.7millionasestimatedfromdatareportedinthe2000U.S.Census(Crawford,2001;U.S.CensusBureau,2000).Intermsof
5、schoolenrollmentdatareportedbytheNationalClearinghouseforBilingualEducation(NCBE),inthedecade1990–2000,thenumberoflimited-English-proficient(LEP)studentsisprojectedtohavegrown104.3%comparedtotheprojectedgrowthof13.6%inoverallK–12studentenrollment(NCBE,1999).TheimportanceoflearningEnglis
6、handofbeingliterateinEnglishisnottheissue.WhatisatstakeishowweeducatestudentswhodonotspeakEnglishnativelybeyondthesubmersionapproachthathascharacterizedmuchoftheeducationalexperienceoflanguageminoritiesinthiscountry.Thecombinationofchangingdemographicsandlimitedfundingforbilingualeducat
7、ionandESL(EnglishasaSecondLanguage)programsmeansthatmainstreamteachersneedtobeinformedaboutsecond-language(L2)issuesinreadingdevelopment.ThispublicationseekstoassessthestateofcurrentresearchonL2readinginstructionandteacherpreparation,andtodeterminetheimplicationsforinstruction,
