3、otindoubt,Ihavetobehonest,astheworldwatchesustoday,Ithinkourabilitytotakecollectiveactionisindoubtrightnow,andithangsinthebalance.Ibelievewecanactboldly,anddecisively,inthefaceofacommonthreat.That'swhyIcomeheretoday—nottotalk,buttoact.(Applause.)Now,ast
4、heworld'slargesteconomyandastheworld'ssecondlargestemitter,Americabearsourresponsibilitytoaddressclimatechange,andweintendtomeetthatresponsibility.That'swhywe'verenewedourleadershipwithininternationalclimatechangenegotiations.That'swhywe'veworkedwithoth
5、ernationstophaseoutfossilfuelsubsidies.That'swhywe'vetakenboldactionathome—bymakinghistoricinvestmentsinrenewableenergy;byputtingourpeopletoworkincreasingefficiencyinourhomesandbuildings;andbypursuingcomprehensivelegislationtotransformtoacleanenergyecon
6、omy.Thesemitigationactionsareambitious,andwearetakingthemnotsimplytomeetglobalresponsibilities.Weareconvinced,assomeofyoumaybeconvinced,thatchangingthewayweproduceanduseenergyisessentialtoAmerica'seconomicfuture—thatitwillcreatemillionsofnewjobs,powerne
7、windustries,keepuscompetitive,andsparknewinnovation.We'reconvinced,forourownself-interest,thatthewayweuseenergy,changingittoamoreefficientfashion,isessentialtoournationalsecurity,becauseithelpstoreduceourdependenceonforeignoil,andhelpsusdealwithsomeofth
