7、的科技体制改革。作为整个科技体制改革的一个突破口，它实际上意味着科研院所确立了科技成果商品化的观念，另外科研院所的运行机制发生了很重大的变化。在经历了十几年科技体制改革与探索后，中国政府决定以原国家经贸委管理的10个国家局所属的242家科研院所为突破口，对其管理体制进行改革，242个科研机构按照实现产业化的总体要求，从实际出发，自主选择改革方式，包括转变成科技企业，整体或部分进入企业和转为技术服务与中介机构等。科研院所向企业化转制，标志着科研院所的管理体制和动行机制发生了根本性的变化，也就是他们从国家财政支持为主，靠吃皇粮为主的事业单位转变成在市场中的企业法人。
