3、ingcurrenttransmissionsystemsincorporatingpowerelectronic–basedandotherstaticcontrollerstoenhancecontrollabilityandincreasepowertransfercapability”TheCIGRECommittees,whichhavebeenactiveinthisareaoverthepastfewyears,areStudyCommittees14,37and38.TwoCIGRESymposia,oneinTokyoin1995andtheotherin
4、Toursin1997alsoaddressedFACTStechnologydevelopmentsandtheirpotentialapplicationsintheemergingopenaccesstransmissionnetworks.Fromthiswealthofpublicationsoneaspectseemedworthyofpreparing,namelyaplanningguidewhichsummarisedthekeytechnologicaldevelopmentsintheFACTSareaandaddressed,inparticular
5、,theopenaccessaspectsofnetworksandthescopefortheapplicationofFACTSdevicestherein.ThepresentJointWorkingGroupwasestablishedin1997,sponsoredbyfourStudyCommitteesi.e.SC’s14,37,38and39withitsmembershipnominatedfromalltheseStudyCommittees.TheJointWorkingGrouphelditsfirstmeetinginFranceinMarch19
6、98andthisReportpresentsitsfindings.TheinterimReportphasehasbeenomitted.TheapprovedTermsofReferenceandMembershipListaregiveninAppendix0.AtitsfirstmeetingthedefinitionofFACTSwasconfirmedbytheJWGtoincludeconventionaldevicessuchasphaseshiftingtransformers,andHVDCLinks.2CHAPTER1.FACTSTECHNOLOGY
