1、摘要在现代经济条件下，税收是企业的客观理财环境之一，如何依法纳税并能动地利用税收杠杆，谋取最大限度的经济利益，己成为企业理财的行为规范和基本出发点。有关资料统计，中小企业占我国企业总数99%以上的比例，因此，探讨中小企业税收筹划的理论依据和筹划思想，就成为迫在眉睫的问题。目前我国中小企业税收筹划能力普遍不高，因此，正确认识税收筹划的意义，积极学习和掌握税收筹划的基本理论，进而能够规避税收筹划的风险及合理地进行税收筹划，是中小企业面临的一个重要课题。本文按照提出问题、分析问题、解决问题的基本思路，对中小企业的发展现状和存在的问题进行了系统分

2、析。在此基础上，选取比较有代表性的中小型民营企业M公司作为案例。通过实地调查研究，对M公司内部的生产经营情况和税收政策管理的机构设置及职能关系进行了解的基础上，剖析了M公司在生产经营过程中的税收政策管理利用，就其税收政策管理的现状与存在的问题做了一个深入浅出的分析，对M公司税收筹划的目标及优化方案做了一个探讨。关键词：中小企业；M公司；税收筹划3AbstractInthemoderneconomycondition,taxisoneoftheobjectivefinancialenvironmentsofenterprise.howtop
