2、horitiesinchargeofcustomsclearanceofgoods(hereinafterreferredtoascustomsauthorities).CustomsincomeandotherincomesrealizedinthecustomsprocedurearebelongingtothebudgetofMontenegro.Article2ThecustomsterritoryoftheRepublicofMontenegro(hereinafterreferredtoas:thecustomsterritory)shallcomprisetheterri
3、toryoftheRepublicofMontenegro(hereinafterreferredtoas:theRepublic),includingterritorialwaters,baysandairspace.ThecustomsterritoryshallbeenclosedbythecustomsboundarylinewhichisidenticaltothestateborderoftheRepublic.1.CUSTOMSCROSSINGArticle3Goodsshallbebroughtintooroutofcustomsterritorythroughcust
4、omscrossings.TheGovernmentoftheRepublicofMontenegro(hereinafterreferredtoas:theGovernment)shalldesignatecustomscrossingsandtheirclassification,categorizationandworkinghours.Circulationofgoodsliabletophytopathological,veterinaryandotherprescribedcontrolsshallbepermittedonlyviathosecustomsbordercr
5、ossingsdesignatedforcirculationofsuchgoodsinaccordancewithspecialregulations.Design,constructionorreconstructionoftheinternationalbordercrossinginpartthatisintendedforperformingofcustomssupervisionandcustomsprocedureshallbesubjecttotheapprovaloftheDirectorGeneraloftheCustomsAdministration(herein
