3、unity.Inrecentyears,worldwideheatwaves,droughts,floodsandotherextremeclimateeventshaveoccurredfrequently,makingtheimpactofclimatechangeincreasinglyprominent.Ithasbecomeamainworldtrendthatallcountriesjoinhandstorespondtoclimatechangeandpromotegreenandlow-carbondevelopment.Chinaist
4、heworld'slargestdevelopingcountry,withalargepopulation,insufficientenergyresources,complexclimateandfragileeco-environment.Ithasnotyetcompletedthehistoricaltaskofindustrializationandurbanizationanditsdevelopmentisunbalanced.China'sper-capitaGDPin2010wasonlyalittlemorethanRMB29,00
5、0.BytheUNstandardforpoverty,Chinastillhasapoverty-strickenpopulationofover100million,thusitfacesanextremelyarduoustaskindevelopingitseconomy,eliminatingpovertyandimprovingthepeople'slivelihood.Inthemeantime,Chinaisoneofthecountriesmostvulnerabletotheadverseeffectsofclimatechange.
6、ClimatechangegeneratesmanynegativeeffectsonChina'seconomicandsocialdevelopment,posingamajorchallengetothecountry'ssustainabledevelopment.TheChinesegovernmentconstantlysetsgreatstorebytheissueofclimatechangeandhasincludedaddressingclimatechangeintoitsmid-andlong-termplanningforeco
7、nomicandsocialdevelopmentasamajorissueconcerningitsoveralleconomicandsocialdevelopment.In2006,Chinasetforththecompulsivegoalofreducingitsper-unitGDPenergyconsumptionin2010by20percentfromthatof2005.In2007,Chinabecamethefirstdevelopingcountrytoformulateandimplementanationalprogramt
