2、状态的关系。依据公共卫生危机发生、发展的过程将公共卫生危机法律制度与紧急状态法制区别开来，试图改变理论界和实务界将两者混淆的局面，为建立完整的应急体系奠定理论基础。在比较分析境外几个主要的国家和地区的公共卫生危机管理体制后，结合中山市现行公共卫生危机管理体制的优缺点，大胆的预期中山市公共卫生危机管理体制的未来。笔者认为中山市公共卫生危机管理的完善路线应该是：成立公共卫生危机管理指挥中心；建立公共卫生危机管理预案机制；形成公共卫生危机管理保障措施；公共卫生危机处理中和处理后的沟通管理；公共卫生危机恢复管理。关键词：公共卫生；危
