2、增长，这是包头市政府“十二五”时期面临的重大决策问题。本文通过查阅大量的统计数据，介绍了包头市的整体概况、分析了经济发展现状和产业结构，还采用钱纳里的工业化进程理论对包头市的工业化水平进行判断。然后，依据大量统计数据，运用灰色关联度法，分别对包头市三次产业进行关联度分析，并进行排序。最后，根据以上结果对目前包头市的三次产业发展现状进行分析，发现包头市三产产业结构存在不合理、不协调和发展高度低的问题。对此，提出了包头市三次产业结构调整和优化对策，首先要优化产业结构，实现向“三、二、一”的转变；其次是包头市的工业向集群化发展，并重视品牌建设；最后要推进包头市主导产业向生态化发展。关键
