3、theMinistryofEducation.Thetestisheldtwiceayearsince1987.Itstest-takersareallundergraduatesinChinamajoringinanydisciplineexceptEnglish.Usuallytheyaresecond-yearuniversitystudentswhohavecompletedthecollegeEnglishcourseBand1to4.Thepurposeofthetestistoprovideanobj

4、ectiveevaluationofcollegestudents’overallEnglishproficiencyandtheEnglishteachingqualityofuniversitiessoastoexertapositiveimpactonthecollegeEnglisheducationinChina.However,CEThaslongbeenaccusedofmainlyexamininggrammarandvocabularyinsteadoffocusingoncommunicativ

5、eability.ThebiggestcriticismagainstCETisthatitproducesstudentswhoareonlygoodatpaper-basedtestwithunsatisfactorycommandofpracticaluse.Facingsuchcriticism,from1996onwards,aseriesofreformhadundergonebytheCETcommitteetoattachmoreimportancetostudents’productiveskil

6、lsintheassessment,suchasintroducingCETspokenEnglishtest;employingnewresponseformats;reportingtheaveragegradedscores;launchingtheweb-basedCET.Themostrecentreformtookplacein2005,resultinginanewCETtestacrossthecountryin2006.Thechangesweremadeinvariousaspects:incr

7、easingtheweightingoflisteningfrom20%to35%;removingthevocabularyandstructuresection;introducingnewtestcontent,suchasskimmingandscanningandtranslation;introducingnewtestformats,suchasbankedclose,trueorfalse,shortanswerquestions;introducinganonlinemarkingsystemof

8、subjectiveitems;changingthescoringsystem.ThispaperwillmainlycentreonthereformmadeinthelisteningsectionbycomparingtwolisteningteststakenplaceinDecember2005(TestA)andJune2009(TestB),
