3、eeonGovernmentalAffairsandtheHouseCommitteeonGovernmentReformandOversight,broughtmuchneededfocustoproblemsthatwerecostingthegovernmentbillionsofdollars.InDecember1992,weissuedaseriesofreportsonthefundamentalcausesofproblemsindesignatedhigh-riskareas.Weareupd
4、atingthestatusofourhigh-riskprograminthissecondseries.OurOverviewreport(GAO/HR-95-1)discussesprogressmadeinmanyareas,stressestheneedforfurtheractiontoaddressremainingcriticalproblems,andintroducesnewlydesignatedhigh-riskareas.ThissecondseriesalsoincludesaQui
5、ckReferenceGuide(GAO/HR-95-2)thatcoversall18high-riskareaswehavetrackedoverthepastfewyears,andseparatereportsthatdetailcontinuingsignificantproblemsandresolutionactionsneededin10areas.ThisreportdiscussesourconcernsovertheDepartmentofDefense'sannualexpenditur
6、eofbillionsofdollarstoacquirenewweaponssystems.Itfocusesoncontinuingweaknessesinthewaymajorweaponsrequirementsaredetermined,planned,budgeted,andacquired.Theunderlyingconditionsandculturalattitudesthathelpfostertheseweaknessesareaddressedinmoredetailinourrepo
