1、Theyear2007seemstobecomeachallengingyearintheEuropeanchemicalaswellascoatingsindustry.InOctober2003theEuropeanUnionproposedtheso-calledREACH(Registration,Evaluation,andAuthorisationofCHemicals)regulationintroducingareorganisationoftheEuropean(1)Unionchemicalslaw.Reason

2、wasthatofthearound100,000registeredsubstancesonEINECS(EuropeanInventoryofNewandExistingChemicalSubstances),beingonthemarketbefore1981,onlyaround141hadanassociatedriskevaluation.Thesubstancesdevelopedsince1981however,around3000,reportedintheELINCS-inventoryallhaveanasso

3、ciatedriskassessmenttheyrepresenthoweveronly0.1%ofthetotalEuropeansalesofchemicals.ToovercomethisdiscrepancytheREACHregulationrequirescorrectionofabove.AnysubstancebeingproducedorimportedintoEuropeinquantitiesexceeding1MTmust,asof2007,beregistered.Dependingontheannualp

4、roductionvolumetheduedatesforregistrationvaryfromendof2010forhighvolumeproducts(>1000MTPA)andCarcinogenic,MutagenicorTeratogenicsubstances,to2018forlowvolume(1-100MTPA)products.InthecoatingsindustrythenewVOClegislationisbecomingeffectiveasof1January2007.This(2)meanstha

5、tasof2007themaximumamountofVOCisbeingregulatedbyDirective2004/42/ECoftheEuropeanParliamentandoftheCouncilonthelimitationofemissionofvolatileorganiccompoundsduetotheuseoforganicsolventsincertainpaintsandvarnishesandvehiclerefinishing(3)productsandamendingDirective1999/1

6、3/EC.ThepurposeofthisDirectiveistopreventorreducethedirectandindirecteffectsofemissionsofvolatileorganiccompoundsintotheenvironment,mainlyintoair,andthepotentialriskstohumanhealth,byprovidingmeasuresandprocedurestobeimplementedforthecertainactivitiesinsofarastheyareope

7、ratedabovethesolventconsumptionthresholds.NotonlyinEuropeispressuretoreduceorganicsolventemissionsincreasingbutalsoinothergeographicareas.IntheUnitedStates3majororganisationsaredrivingthereductionofvolatileorganiccontent:a)theEnvironmentalProtectionAgency(EPA)throughth
