2、服务，应该包括管理服务对象的社会化及管理服务方式的多样化等。社区对于实现老年人口的社会化管理服务具有不可替代的优势。对于如何建立社区老年人口社会化管理服务体系至今仍没有一个系统的论述。笔者提出：1．要逐步把所有的老年人包括进来，实现管理服务对象的社会化。2．在管理服务内容上要实现多样化。3．在管理服务体制上建议把管理、服务分解。政府除了进行宏观上的调控，具体管理工作仍由街道承办的社区服务中心或社会保障所来承当；服务工作由通过发展社区非政府非赢利组织来承办。当然，政府首先要为其提供一个良好的平台，如，网络信息系统的建立、优惠的发展政策等。关键
