2、方法，运用制度理论，以及马克思主义生产力生产关系的理论，及现代企业制度的理论，对民营高科技企、Ip的企业制度进行分析，在理论上为民营高科技企业的产权、治理结构理论以及制度创新确定理论基础。本文按照生产力发展的内在规律，从经济学角度分析了民营高科技企业的产权演变和治理结构现状，分析了现行制度的缺陷，提出了制度创新的方式：提出了产权分割的方法和治理结构创新的方法，尤其是提出要高度重视把激励和约束机制下的人力资本作为“资本”重点考虑。要想让民营高科技企业在国家大力鼓励非公经济发展的大好形势下，积极健康有序地向前发展，必须解决产权、治理结构和制度创新的问题，因此，本文提出的解决民营高科技
