1、中国软科学2008年第11期工伤康复中的社区康复:国外模式及启示陈成文,赵玲(湖南师范大学社会学系,湖南长沙410081)摘要:社区康复具有传统的工伤康复模式不可比拟的优势,是工伤康复中的关键环节。英、德、美三国在早期的工业化过程中就已开始重视和发展工伤社区康复事业,并形成了各具特色的实践模式。英国实施全民健康服务,重视社区卫生服务事业,提倡全面康复;德国高度重视康复立法,奉行“社会事社会办”,践行职业康复,提倡“社会康复”;美国重视发展市场化的私人职业康复行业,提倡专业化的职业康复咨询,重视社区护理服务,走出了一条市场化、
2、专业化的社区康复道路。英、德、美三国的实践模式对我国推动工伤社区康复事业的发展提供了有益的启示:一是要发挥政府在社区康复中的主导作用;二是要实现社区康复与职业康复相结合;三是要健全社区康复的社会支持网络;四是要发展社区卫生服务事业;五是要建立社会化的社区康复筹资体制;六是要建设一支复合型的社区康复人才队伍;七是要加强对工伤社区康复的宣传力度。关键词:工伤康复;社区康复;英国模式;德国模式;美国模式;启示中图分类号:C979文献标识码:A文章编号:1002-9753(2008)11-0074-08TheCommunity-ba
