3、lstandardsbasedoncitycontext.Ontheotherhand,thegovernmentpoliciesandinitiativesfortheruralteacherdevelopmentinwesternpartremaintolosesightoftheopportunityandpossibilityemergingfromthelocalculturalchange.Theauthorofthisdissertationconductsastudyonthecharacteris
4、ticsemergedfromculturalresponsetothechangingcircumstancesfortheruralteacherdevelopmentinwesternpartbytheperspectiveandconceptualframeworksofCircumstancesChangeandCulturalResponseandthroughthesurveyandthefieldcasestudiescovering12provincesacrossChina’Swesternpa
5、rt.Thefindingsbasedoninteractiveevidencesbothfromthesurveyandthecasestudiesdisclosetheconflictsandconfusionsinconventions,norms,beliefs,andvaluesaroundprofessionaldevelopmentundercircumstanceschangeandculturalresponse.Thefindingspresentapictureofculturalchange
6、withthecharacteristicsofunevenintensityanddifferentdirectionsandshallowlevelchangedwhilecoreelementsmaintainedaswell.Theauthorputsforwardtheguidingstrategiesforpolicymakersof—ll—respectingtheindige,Io淞culturallogicwithadditivevalues,evaluatinggainandlossandsee
