3、lstandardsbasedoncitycontext．Ontheotherhand，thegovernmentpoliciesandinitiativesfortheruralteacherdevelopmentinwesternpartremaintolosesightoftheopportunityandpossibilityemergingfromthelocalculturalchange．Theauthorofthisdissertationconductsastudyonthecharacteris

4、ticsemergedfromculturalresponsetothechangingcircumstancesfortheruralteacherdevelopmentinwesternpartbytheperspectiveandconceptualframeworksofCircumstancesChangeandCulturalResponseandthroughthesurveyandthefieldcasestudiescovering12provincesacrossChina’Swesternpa

5、rt．Thefindingsbasedoninteractiveevidencesbothfromthesurveyandthecasestudiesdisclosetheconflictsandconfusionsinconventions，norms，beliefs，andvaluesaroundprofessionaldevelopmentundercircumstanceschangeandculturalresponse．Thefindingspresentapictureofculturalchange
