3、ironmentalAssessment(SEA)isaproceduraltoolandwithintheframeworkofSEA,severaldifferenttypesofanalyticalmethodscanbeusedintheassessment.However,theimpactmatrixusedcurrentlyinTaiwanhassomedisadvantages.Hence,aDelphi–matrixapproachtoSEAisproposedheretoimprovetheperformanceofTaiwan
4、’sSEA.Thisnewapproachisbasedontheimpactmatrixcombinationwithindicatorsofsustainability,andthentheDelphimethodisemployedtocollectexperts’opinions.Inaddition,theassessmentofNationalFloricultureParkPlanandTaiwanFlora2008Programistakenasanexampletoexaminethisnewmethod.Althoughinte
5、rnationalexhibitionisoneoftheimportanttourism(economic)activities,SEAisseldomabouttourismsector.Finally,theDelphi–matrixapproachtoSEAfortourismdevelopmentplanisestablishedcontainingeightassessmenttopicsand26correspondingcategories.Insummary,threemajortypesofimpacts:resources’u
