1、摘要研究生姓名：张华经营城市与城市管理理念创新研究导师：傅兆君学校名称：东南大学城市基础设旌的建设和发展、公共服务系统经营和管理效率的改善、城市价值和竞争力的提升是目前我国城市政府面临的重大任务。我国城市化进程的加快使这一任务更为艰巨，面临的困难更大。城市政府面临着城市发展所需要的巨额资金与城市政府实际可以利用的财政资源相差过大的矛盾、城市产业自主创新能力提升与过度依赖外来资本投资之间的矛盾、城市本土文化先进性的培育与外来文化吸收之间的矛盾。因此，改变传统的城市管理理念，树立经营城市理念，实现城市管理理念创新成为各个城市政府急切需要解决的问题。本文主要就经营城市的理论支撑及其实

2、证分析进行了详尽地研究，通过比较国内外经营城市的实践经验，对经营城市的方式、阶段、制度保障进行总结归纳，构建经营城市理念的理论框架，认为经营城市是城市管理理念的创新，同时对经营城市理念创新的前沿进行剖析，认为经营城市的发展方向是通过对“特别区”的设置和市场化组织的构建与完善来实现在机会与威胁并存的新形势下促进城市经济的可持续发展。关键词：经营城市；城市管理理念；管理创新；制度ResearchOnManagingUrbansAndUrbanManagerialismInnovationGraduam：ZhanghuaSupervisor：Fuzlmo-junSchool：Sout
