1、国家助学贷款安全运行机制研究摘要20世纪末以来，我国高校的不断扩招及高校收费制度的全面实行，虽积极推动了我国高等教育事业的发展，但与此同时，经济困难学生就学难问题也日趋突出。在此背景下，我国于1999年出台了国家助学贷款政策，其目的是完善我国普通高校资助政策体系，加大对普通高校贫困家庭学生资助力度，帮助家庭经济困难学生支付学费、住宿费和生活费，以保障其顺利完成学业。国家助学贷款具有商业性、政策性、风险性等特征，其运行有利于加快国家教育改革，促进高等教育发展，扩大人力资本投资，促进国家经济增长，并确保贫困学生完成学业，激励贷款学生努力学

2、习。该政策自实施以来，虽然在资助贫困生方面发挥了积极作用，较为有效地解决了贫困学生上大学难的问题，但在其运行过程中也存在不少问题。其中，比较突出的问题是，贷款违约现象严重，商业银行惜贷，助学贷款进程缓慢，规模偏小、生源地助学贷款运行机制不完善，贷款信用保证保险制度不健全。导致国家助学贷款运行不畅的原因主要是贷款学生还款能力弱，银行提供的还款方式不灵活，个人信用制度不健全，风险补偿分担机制有缺陷，国家助学货款立法不完善。通过优化助学贷款的还款方式，建立完善的个人信用体系，建立高效的贷款回收机制，建立完善的国家助学贷款法律体系等措施，完善
