3、用软件工程的原理、方法和技术，设计出广东顺德区数字化城市管理系统需求分析与总体设计方案和实现方法，论文研究成果在该地级城市数字城管建设项目中得到应用。论文的主要工作及创新点：①提出基于管理创新模式的数字城管需求分析模型，并在该模型指导下，设计出广东顺德区数字城管建设需求模型；②设计出广东顺德区数字城管公共信息一体化服务平台体系架构、系统接口以及技术体系架构，并采用关系数据库管理模式，设计系统的数据存贮管理方案等；③提出在管理创新模式下的数字城管建设效益评估模型，为数字城管的建设和运行提供策略、方法和步骤的参考。关键词：数字城管，管理创新，一体化服
