1、摘要摘要我国是一个严重缺水国家，随着经济的发展和水污染的加剧，水资源的短缺日益严峻。在缺水地区特别是城市、工业和人口比较集中的地区，水资源已成为社会经济发展的严重制约因素。再生水回用既可解决污染问题，又可使污水得到有效利用、缓解水资源短缺的紧张状况，是开源节流、减轻水体污染、改善生态环境、解决我国城市缺水的有效途径之一。再生水回用过程不仅技术可行，而且经济合理，是水自然再生循环过程的模拟与强化。能够保证水资源的开发利用，更能满足社会经济可持续发展的需求，具有明显的经济效益和社会效益。随着再生水应用的越来越普及，出现的问题也越来越多。尤其在管理上，相关政策和规范标准不健全，现行再生水回

2、用水质标准和规范不完善，没有细化，个别水质指标与国际上的相应标准相比偏高很多，极易加大在水处理和再利用过程中的环境和健康风险。因此，修改现行的标准规范，补充制定更多、更有效的法规和导则，使再生水的回用更加安全，才能使我国的再生水回用事业更加普及和健康发展。本文将再生水应用于城市杂用的导则作为研究对象，通过调研国内外再生水回用现状和管理条例的实施情况，研究我国现有再生水回用的规范，查阅相关资料，找出问题，对再生水回用城市杂用方面的规范提出了修改意见并提出了导则制定思路，对水质指标加以改进，在其中加入了有毒污染物、含盐量等指标；对总大肠菌群数的监测时间也做了修改。以期今后能制定出更细化、
