1、摘要摘要天津市面临水资源短缺问题,农业灌溉缺水尤其严重,一些地区由于长期进行污灌。不仅破坏了生态环境,还对人体健康造成严重危害。随着社会经济的不断发展,天津市水资源的供需矛盾会进一步加剧。由于城市污水的产生量会不断增加,且水量相对稳定,对城市污水迸行适当处理,用得到的再生水灌溉农田,不仅可以在很大程度上缓解农业灌溉缺水的状况,而且还可以减少对天然水体,土壤以及地下水的污染,提高农产品质量,降低对人体健康的危害,从而具有巨大的社会效益,经济效益和环境效益。本文在查阅了国内外大量相关文献的基础上,对国内外再生水回用于农业灌溉的现状及研究进展进行了总结,从技术、社会、环境和经济等方
2、面论证了天津市再生水回用于农业灌溉的可行性,并针对天津市的特点提出目前天津市再生水回用于农灌亟待解决的问题:(1)管理体制分散落后;(2)缺乏再生水回用总体规划;(3)缺乏再生水资源利用投融资体制以及合理的再生水水价政策:(4)再生水回用于农业灌溉相应的配套设施建设落后;(5)没有建立再生水回用的安全保障体系。针对上述亟待船决的问题从政府和公众观念转变、制度建设以及技术支持三个方面提出实现天津市再生水回用于农业灌溉的保障措施。关键词:再生水农业灌溉天津AbstmctAbstractTianjinisfaced州ththeproblemoftheshortageofwaterr
