1、摘要长期以来，政府的公共服务资源大多集中在城区，广大的农村公共服务产品缺乏，农民群众享受的公共服务不足。怎样打破公共服务产品供给方面的“城乡二元结构”、解决公共服务在农村的缺乏问题，是各地在加强社会建设和推进新农村建设进程中，需要着力思考与解决的问题。本文在综合研究国内外农村社区建设相关理论的基础上，采用规范研究与定性分析为主，实证研究与定量分析为辅的研究方法，采取历史文献研究和调查研究的方法，重点采取实例论证、调查研究、问卷调查等方式，全面把握农村社区建设状况及存在的问题。把定性与定量分析结合运用，在借鉴他人调查

2、数据的同时，采取个案分析的方法，将不同时期、有代表性地区农村社区建设进行对比；个别地区的经济社会状况和社区建设非均衡现状进行调查，同时广泛咨询专家意见，走访一些农村社区以及部分社区工作人员。通过实地调研、调查问卷、事例分析、选取样本等方式对诸城市农村社区建设进行深入地调查，了解当前诸城农村社区建设的现状，对诸城农村社区建设的特点、价值、方向进行分析阐述，从中发现诸城农村社区化服务的意义，以期为各地加强和谐社会建设、推进社会主义新农村建设提供有益借鉴。关键词：农村社区，服务与建设，农村公共服务，新农村建设Abstra
