1、摘要摘要随着我国政治经济体制改革的不断深入，政府绩效考核在理论界和实践界也越来得到重视。本文旨在创建一套更适合大多数地市级地税稽查系统的通用的绩效考核指标体系，为地税稽查部门的管理与改革提供点滴借鉴。本文从政府绩效考核的发展、沿革和研究现状谈起，介绍了国内外税务部门绩效考核的发展现状，接着从邯郸市地税稽查系统绩效考核发展变化过程，对邯郸市地税稽查系统现有的绩效考核体系进行了深入细致的分析，提出了进一步完善这些考核指标的具体措施，确定了基层地税稽查部门不同层次绩效考核指标体系框架，并对各考核指标的确定进行了分析。为了研究的需要，本文通过文献法，定性分析
2、法，定量分析法，比较法等，对考核指标的组合、考核的实施及注意事项等问题进行了详细阐述。本文确定的基层地税稽查部门绩效考核指标体系简单、实用，而且指标容易量化，适合于大多数设区市地税稽查系统使用，它充实了基层税务稽查部门绩效考核的理论研究且对地税机关绩效管理实施具有一定的借鉴作用，为地税稽查系统提高工作效率，优化人力资源配置，提高各部门和全体工作人员的积极性提供了一种有效的管理方法。关键词地税稽查系统绩效考核激励机制IAbstractAbstractWithChina'spoliticalandeconomicsystemreform,governme
