1、苏州大学硕士学位论文盐城地税税务稽查问题研究姓名：严学军申请学位级别：硕士专业：公共管理指导教师：许冠亭2012-10盐城地税税务稽查管理体制问题研究中文摘要中又于葡斐税务稽查是整顿和规范税收秩序的强有力手段。我国自1996年实行新税制改革并推行新征管模式以来，税务稽查虽已得到了长足的发展，但依然存在着诸多问题。以盐城地税税务稽查为例，存在着过分注重税收收入、稽查效率低下、选案准确性低、稽查管理成本过高、税务稽查人员素质普遍较低等现象。究其原因，则是现行国、地税分设的税务体制、法律层面缺失、稽查效能低下、查案手段缺少变化和更新，查案

2、工具较为传统落后、协作机制不完善、地方保护主义、信息化建设严重滞后等诸多因素造成。比较美国、德国、意大利、日本等国的税务稽查模式经验，税务稽查的机构分设及人员配置专业化、纳税人自查白报与税务机关严格审计相结合等制度安排值得借鉴。在分析盐城地税税务稽查等问题的基础上借鉴世界其他国家经验，应该积极创新税务稽查理念，树立明确合理的组织目标；重组税务稽查机构，增设税务警察队伍；改进税务稽查管理，提高廉政效能水平；优化税务稽查环境，构建协税护税合力，由此积极优化盐城地税税务稽查管理体制，促进我国地税税务稽查的不断完善。关键词：盐城地税税务稽查
