1、华中科技大学硕士学位论文摘要随着全球生态危机的进一步加剧，生态环境问题成为世界各国共同关注的问题。在国内，长期以来，由于林业一直以木材生产为主的指导思想，导致了对森林资源的过度破坏，生态环境开益恶化，成为制约国民经济和社会可持续发展的重要因素，有些地区甚至危及人类的生存。1998年特大洪灾和日益频发的沙尘暴再次给国人敲响了警钟，国家开始高度重视生态环境问题，相继实施了林业六大重点工程。林业六大重点工程的启动，标志着林业跨越式发展的开始。2003年6月25日，中共中央、国务院作出的《关于加快林业发展的决定》明确提出了林业必须实现跨越式发展的要求。针对林

2、业跨越式发展的提出，如何立足我国林业现状加快实现跨越式发展，成为人们尤其是务林人普遍关心的问题。笔者结合多年来的林业工作实践进行深入思考认为最重要的是从研究林地经营入手。因为林地是森林和林木生存的载体，是森林资源中不可缺少而又不可再生的生产要素，对林业的发展具有决定性的作用。如果没有林地的存在，森林和林木也就失去了赖以生存的载体，更谈不上跨越式发展了。笔者通过对我国林地经营现存问题进行调查分析并结合相关的理论研究，提出了现阶段我国林地经营的市场运行模式，以求能对加快实现我国林业的跨越式发展起到建言献策的作用。关键词：林业跨越式发展林地经营l华中科技大
