3、loymentdifficultiesforlaid-offandunemployedworkersaremuchmoreobviousthanbefore.Asafreshindustrialcitywithhighlyeconomicdevelopment,Changzhouisalsogettingbiggeremploymentpressure.Solvingthelaid-offandunemploymentproblemscausedbysystemswitchhasbecomethemosturgentandsignificantthingforbui

4、ldingaharmoniousChangzhou.Since2002,inordertofigureoutthelaid-offandunemployedworkersre-employmentissuesforjoblesspeopleinstate-ownedenterprises,theStateCouncil,theMinistryofFinanceandtheMinistryofLaborandSocialSecurityhaveissuedaseriesofdocuments;meanwhile,theyalsohavepromulgatedaallo

5、wancepolicyofsocialinsurance,whichisapositivefinancialallowancepolicyforimprovinglaid-offandunemployedworkersre-employmentrateandenhancingsocialsecurityinChina.Virtuallyspeaking,thiskindofallowancepolicyofsocialinsuranceactuallymeansthatChinesegovernment“givesup”somefinancialearningsto
