2、战略选择。全球化条件下中国文化安全面临着诸多挑战和威胁，谋划国家文化安全战略、作出科学的战略选择是维护中国文化安全的当务之急。论文提出了和谐文化是维护我国文化安全的根本战略以及文化创新战略、文化崛起战略和“软实力”战略。全球化不仅是国家文化安全问题的一个重要背景，而且是国家文化安全观嬗变的一个重要变量。全球化使以国家为主体的国际体系发生了深刻变化，并以其自身的逻辑改变着人们对国家文化主权与国家文化安全的认识和理解，从而出现了全球化进程中国家文化安全观的演变与重构问题。全球化时代的中国文化安全观应是科学发展、系统动态、以国家利益为最高利益
