3、earebringingaboutmoreandmoredisputes.ThisdissertationpointsoutthatitistimetolaunchthereformofgasinitialinstallmentchargepolicyonthegroundthatZhejianghassteppedintoafastdevelopmentstageineconomyandcityconstruction.First,thisdissertationanalyzesfromtheorytheconceptandessenceofnaturalmonopoly,governm

6、dwiththelegalconstructionofgasindustryandrelevantgovernmentalcontrolmechanism.Itshouldbelaunchedtogetherwiththereformofgaspricingmechanismandthereformofmarketmechanismofgasindustry.OninthiswaycantheTwo-parttariffofgasberealizedandtheinitialinstallationchargebecancelledinareasonableway.Intheinterim
