1、上海交通大学硕士学位论文优化我军军事采购问题研究姓名：李智申请学位级别：硕士专业：公共管理指导教师：胡伟;丁海椒20061104作为军事采购制度的基础，军事采购组织管理体系应不断适应时代发展的变化，通过对军事采购管理体系的改进、采购模式的比较与选择，本文提出了一些优化措施。现行的军事采购业务流程比较繁琐，本文利用信息技术，尤其是网络技术，研究了对军事采购整个业务流程进行信息的横向集成，使业务流程在不改变基本程序的前提下，减少大量的冗余信息，提高军事采购的效率和采购的效益，降低采购成本，加强相关部门之间的协调配合，并对采
2、购业务流程优化中可能出现的问题进行了分析。军事物流作为军事采购的三个阶段之一，在军事采购中占有重要的地位。地方上对军事物流的研究相当的深入，甚至作为一个重要的新兴产业加以扶持。但在军队中由于编制体制的限制，至今军队没有独立的军事物流部门，军事物流的信息化建设发展也比较滞后，把信息技术特别是网络技术引入军事物流中，可以促进军事物流的发展，基于网络技术的军事物流正是这一想法的尝试。关键词：军事采购，改革，组织管理体系，业务流程，军事物流IITHERESEARCHONOPTIMIZESOURARMY’SMILITARYPRO
