5、temandthecommunity(street)islocatedattheendofsuchsystem.Theproblemsofthissystemremainthatthecostofcommunityreliefsystemistooexpensive;suchsystemislackofthecapabilitytoorganizeoroperateresources,andprojectsofcommunityreliefareinlowcollaboration.Althoughtheseproblemshavecertainconnectionwith
