2、hasformedacompleteindustrialsystem．Butrecently,withitsfurtherblendingintotheglobalvaluechain,itsuffersfromrestrictionsofvariousfactors．Specifically,itincludesinteriorrestrictionsfromlowproductvalue-added，deficiencyintechnicalinnovationandlaggeddevelopmentofbrandmarketing，etc；andexternalrestric

3、tionsfromfactorsarealsoincludedlikeappreciationoftheRMB，increasingcostofrawmaterials，technicalbarriersandanti-dumping．Inordertodevelopfurther,theupgradingoftextileindustryinZhejiangshouldbeactualizedassoonaspossible．Meanwhile，accordingtoindustrialupgradingexperienceintheworld，government’Sadvis

4、ableindustrialpolicies，whichconformtotheindusla-y’sownlawofdevelopment，areabletomakeupthemarketfailureshowingupinthecourseofindustrialupgradingtosomeextentandarehelpfultotheindustry’Sgreat—leap—forwarddevelopment．Therefore，withrelatedtheoriesonindustrialcompetitivepower,globalvaluechain，andsmi
