1、河北大学硕士学位论文完善问责制的路径选择研究——基于行政人的理论分析姓名：杨鸯申请学位级别：硕士专业：行政管理指导教师：陈军平2011-05摘要摘要问责制是民主政治的进步和责任政府构建的必然产物。我国的问责制已经从突发事件的处理机制发展成为一种制度化的常态机制，标志着我国的政府建设取得了长足的进步。本文从责任的内涵和类型入手，进而分析了问责制的涵义，并且总结了问责制的理论渊源。通过对传统行政理论、公共选择理论和“比较利益人”假设的分析得知行政人寻求的是利益的平衡，而不是绝对执行者的角色或贪图私利者，道

2、德有助于使利益的平衡点朝公共利益方向移动，为公共行政的道德建设和制度建设相结合提供了人性基础。然而，当前我国完善问责制的途径中轻视内在约束，缺乏对行政人的关注这两个问题较为突出，这不利于问责制的持续完善。因此，可以从提供行政人道德发展的良好环境、建立行政人道德评价机制这两个外部途径和突出行政人的道德主体性、培养行政人的道德自主选择以及将行政人的德行与幸福统一这三个内部途径着手解决上述出现的问题。关键词问责制行政人道德意识IAbstractAbstractAccountabilityistherespo
