2、ineseeconomics．TheClIPprojectwillbeextendedandimplementedasasignificantprojectforenergysavingandemissionreducinginthewholecountry．TheEnergyEfficiencyLawofChinarevisedwillbecomeeffectiveonApril1，2008．Theregulationoftheevaluationandexaminationoninvestmentprojectsofcapitalassetsforthegoalsofenergysavin

3、gwillbecarriedoutinthelaw．It’Salsoordainedthatprojectswhichhavenotbeencheckedornotpassedtheexaminationoftheenergysavingwillnotbeapprovedorauthorized．Iftheconditionsoftheprojectsarenotaccordantwiththeobligatorylicensestandard，thedepartmentscannotpermitorauthorizetheprojectstobeconstructed，andtheproje

4、ctswillbeprohibitedtobeconstructedbytheconstructioncompany．Ifthesekindsofprojectshavebeenconstructed，theywillbeprohibitedtobeinproductionandinuse．Theconstructionprojectmustbeevaluatedontheenvironmentinfluence．TheenergysavingandemissionreducingtheoryandmethodfortheCHPprojectshavebeenstudiedcompletely

5、anddeeplyinthispaper，basedontheconstructionprojectmanagementtheory．TheconclusionshavealsobeenappliedtothepracticeofCHPprojectevaluation．Themaincontentsofthepaperareasfollowing：1．TheexistingtheoryandthemethodabouttheevaluationonCHPprojectenergyefficiencyarestudiedinthepaper．Thenewevaluationmodelwhich

6、isusedtocalculatethepriceandenergyquantitiesoftheCHPprojectenergyefficiencyisestablished．Instructedbythescientificdevelopmentconcept，thenewmodelisbasedonthetheoryofexergyenergygrade，andtheCHPprojectenergyefficiencyismeasuredreasonablyasitstarget．2．TheexistingemissionreducingtheoriesandmethodsoftheCH
